Many of these animals are scared because of mistreatment and abusive the staff at the centers makes sure they calm the dogs down before attempting to clean or wash the dog.
These groups have legal rights to come into your house and take the dog if the believe you are mistreating the animal. They also take the dog if they think you do not have the means of taking care of the dog.
