Being so fortunate must evoke a sense of security, gratification and well-being that anyone only can dream of.

But if in fact the American Dream is so wonderful, how come thousand of financially successful people - folks who have more than enough money to pay off their mortgages right now - refuse to do so? Why is it that a small group of Americans and Canadians, who are invariably among the wealthiest five percent of the population, insist on carrying on a mortgage even if they can afford to wipe it out entirely today? Because they are aware of the biggest untold secret of homeownership: a mortgage is primarily a loan against the borrower's income, not primarily against the value of the house. It this was not the case, then naturally anyone with a $30,000 annual income would qualify to purchase a multi-million dollar mansion.

All of which, then, makes the whole difference in the world when it comes to a process known in Economics as the accumulation of wealth. Prosperity in any society and at any given time is the epitome of financial stability, reliability, and security. Specifically in Capitalism, additional capital value (commonly referred to as 'surplus value') is what drives the accumulation of wealth. Although capital accumulation does not necessarily require production, ultimately the basis for it is value-adding production which makes net additions to the stock of wealth. Capital can accumulate by shifting the ownership of assets from one place to another, but ultimately the total stock of assets must increase. Other things being equal, if surplus value fails to grow sufficiently, the level of debt will increase, ultimately causing a breakdown of the wealth accumulation process.

This is exactly the reason why saving money has never made anyone rich. For some obscure logic people generally tend to equate the concept of saving money with that of making money, yet the two are not synonymous. As people want to save money in interest payments, they will go the extra length to pay off their mortgages. With that issue out of the way after a considerable number of years, they then start focusing on saving for retirement and do their best to save regularly. As a result, they fail to accumulate wealth and cannot figure out why.

The issue is relatively simple, though not necessarily transparent. By prioritizing mortgage repayments, they fail to consider the role that mortgages play in their wealth building process. The battle to reduce interest expenses is won, but the wealth accumulation war is lost. The reason is that every dollar they have returned to the bank is a dollar they have not invested.

Mortgages today cost anywhere between 5.5 percent to 6 percent annually. Over the next thirty years, on an annual basis, will alternative investments earn at least that much? Of course they will. Even government bonds pay nearly that amount, and stocks have been averaging 10 percent a year since 1926. Thus giving money back to the banks to save 6 percent denies people the opportunity to invest that money where it might earn 10 percent. Which means that, rather than actually saving money, those who opt to pay off mortgages factually lose money. And which, furthermore, goes to explain why bi-weekly mortgage payment plans are not a great idea - because they speed up the process of mortgage repayments.

Specifically as it relates to real estate, furthermore, the irony is that people somehow feel they are making a 'good investment' by paying off their home loans. In fact, all they are doing is burying money under a mattress - they are not investing at all. Consumers, and a great deal of them, strive to pay off their mortgages as quickly as possible so they will be able to borrow later on against their equity to pay, among other things, for their kids' tuition bills. But isn't that refinancing? Talk about bizarre strategy! Consumers struggle to give banks their money back now, so they can borrow it again in the future. Why don't they just invest their cash, so that it earns competitive returns and, at the same time, remains available whenever needed?

Their homes will grow in value over the next thirty years whether they have a mortgage or not. When it comes to selling a home, does any Buyer care about what the Seller's mortgage outstanding balance is? Of course not. And neither does the IRS (Internal Revenue Service) or the CCRA (Canada Customs and Revenue Agency) when it comes to calculating taxable capital gains, losses or recaptures.

The simple truth is that mortgages do not affect home values. But being primarily financial instruments anchored to income, they do affect the wealth maximizing process of investors and market participants by opening up a host of possibilities to invest liquid money derived by consumers' own income elsewhere, for higher rates of return. Which is what the wealth accumulation process is all about.

(When it is paid off move up to the next one.) Before you know it you will have tackled that huge debt.

If you have no credit a good way to get started is what I call the piggy-back system. Save $1,000 and go to a local bank (I like United Bank) and put it in a savings account. Then ask for a loan for $1,000 secured with the savings account. You don't need any credit to do this, they will block your access to the savings account and loan you $1,000. You can then take this money to a second bank and do the same thing. At the end of 12 months you will have $2,000 in savings, and a track record of paying off two installment loans. (Caveat: You can do this with as many banks as you want as long as you can afford the monthly payments)

Another thing you can do is get a secured credit card. Orchard Bank offers a great secured credit card. When you get a secured card they have you make a deposit (usually for about $200) and that becomes your credit limit. Use your card and pay it off each month. After 18 months they will refund you the deposit and if you have been a good credit risk they will usually up your credit limits. One thing that is very important when you are shopping for a secured credit card is to make sure they report to the three major credit agencies. Some cards don't and if you do this with those cards you are just wasting your time.

Methodology-The study was conducted through a cross sectional survey of geographical areas of the urban, the rural, the slum and the rehabilitated sector in the Union Territory of Chandigarh, India. Data about utilization of health care services, and factors affecting treatment seeking behaviour of the consumers was explored through formal and informal interviews of 600 consumers. Observational visits were made to health agencies and study areas.

Results-The study found that majority i.e. 490(81.7%) out of 600 subjects most often used the indigenous health agency at one time or the other.Amongst reasons for utilization of indigenous health agencies and majority consumers perceived cause of diseases to be supernatural powers,bad karma/bad nazar (bad fortune), kala jadu performed by evil people to affect their families, no cure was available in the Allopathic system of medicine, illnesses can be cured through pujas, jharas or animal sacrifices,tying of sacred thread given by sadhus/babas cures illnesses, and the treatment of ailments through yoga and pranayama.

Indigenous health agencies were nearest to majority i.e. 59.9% subjects which included maximum number 87.3% of the slum subjects. As the indigenous agency was the second amongst most often used health care agency; the accessibility and availability of the indigenous agencies, along with other factors, are likely explanations for their high utilization.

On the other hand, it can be seen that in spite of the indigenous health agency being the nearest health agency in the urban and the rural sector (40% and 63.3% subjects respectively) it was not the most often utilized (utilization was by 11.3% of the urban and 20% of the rural subjects). The State of the Mental Health Care System in the US - Part 2

Last December I wrote an article summarizing some of the consequences that the economic recession has brought to the Mental Health Care System and how the inadequacy of some policies and practices have surfaced along with it. Today I'd like to expand on that topic mostly centering in the challenges that Residential Treatment Facilities which provide treatment to adolescents are facing.

While children and adult programs are gushing with momentum and expanding, for teenagers it seems like nobody cares about them.

Right now between families and Residential Treatment Facilities (RTF) there's nothing. No group homes, no half-way houses, not even hospitals to an extent (I'm generalizing here, it does not apply to %100 of the cases).

So, if a teenager needs to be discharged from a RTF agencies would rather have the kid return to his family (even when it's not ready to take him/her back) than to continue treatment.

Something needs to be done but there's nothing that us, mere mortals, can do. It must be something that comes from above, and by this I mean the Government who's so far let the agencies do whatever they please as long as they keep trouble away from it. Basically it's a consequence of liberalism (which I'm not against). The government letting the market regulate itself. The problem with this is that the market isn't a lone entity on its own. It needs its components to make it work, such as people, products or services. When you disregard the components that make the system work, then you have a system that is not working the way it is intended to nor is serving the purpose it was created for.

As with a lot of other things, the problem is money; or the lack of it. If there's no money the system has no means to continue its existence. If there's little money, the system can keep functioning but in a crippled fashion.

Going back to the components, human beings in this case, they have been left out of the equation. Actually, what's been left out is the "human being" part since they still represent money for the system. Not as capital, but as a loss of it. So getting people out of the Mental Health Care System is top priority to stop the losses.

Take this hypotetical situation (any resemblance to reality is just a coincidence):

RTF: Hi Mr. Agency. I'm planning the discharge of John Doe as you requested.

Agency: Oh, yeah! About that. He's going back to mom and dad.

RTF: Hey! But he already tried to stab 3 of his peers last week, he beat up 2 of his caregivers just yesterday and he's still reporting to be bitten by green elephants in his room while he sleeps. I don't think it's safe for him to go home yet.

Agency: mom and dad will take good care of him.

RTF: mom and dad sent him over to us because they couldn't handle him.

Agency: they'll be able now. Trust me, you've done a great job.

RTF: no I haven't. He's been with us for just 3 months as you mandated. I've had no time to do much.

Agency: You are right, you are not doing your job. That's why I think his parents should have another shot.

RTF: any chance you could at least provide any services once he is home?

Agency: yup! We'll send a social worker every now and then to make sure everyone's still alive.

This is basically the picture right now. Meanwhile, while referrals are at an all time low RTFs are struggling to stay on budget, forced to decrease staff to client ratios to keep FTEs down which impacts service delivery; also slashing budgets on supplies and food, and at the same time being unable to expand its programs to increase their income.

What looks like is that a particular segment of the Mental Health Care System is being impacted (teenagers) while the others children (specially with autism) and adults seem to be flourishing despite the economic recession.

A possible solution could be downsizing RTFs to decrease demand (for beds) in sight of the short supply (of clients), though I'm not getting into all the problems (including unemployment) that this would generate.

So, if we rule out downsizing, what's left is a bunch of organizations subsisting on life support waiting until better times come, and this is just not acceptable. It's time for the government to step up and intervene by regulating the practices to ensure that proper care is provided to those in need.

One of the greatest fears of older adults is the loss in independence. That loss is felt acutely when it translates into the need for institutional living. To some fiercely independent seniors, having a caregiver is seen as an affront and they will work very hard to sabotage the relationship. They will find fault with everyone. ("You sent me someone with blue eyes! I can't be cared for by someone with blue eyes!" Yes, it's happened.) That can mean a revolving door of caregivers until they become accustomed to having someone in their home. Society Diminishes Value of Children, Especially Foster Care Kids

(Los Angeles, Calif.) -- Over 510,000 children are in foster care nationwide and of those children, about 81,000 are in California. In Los Angeles County, we have more than 37,000 children living in out-of-home placements. For years, Americans have said children are our most valuable resource, our future. Based on recent events that demonstrate the value in which we hold our children, the impact of America's future is bleak.

A lawsuit was filed in the State of California, on behalf of foster children, because of the poor reimbursement given to foster parents to care for them. Children continue to be the largest segment of our population that lives in poverty. In addition, President George W. Bush vetoed a bill that would make health care available to all children living in America.

Foster parents have been under-funded. In particular, California's reimbursement rates to foster parents are embarrassing and fall far short in providing the financial resources necessary to give foster parents the ability to provide adequately for our children's needs. According to a recent report released by Children's Rights, the National Foster Parent Association, and the University of Maryland School of Social Work, California's current foster care rates must be increased by up to 61 percent in order to cover the real costs of providing care for children.

As the executive director of Hillsides, a Pasadena-based foster care children's charity that provides care to children at risk and their families, I have seen families struggle to meet the financial obligations to care for their own children. What agencies are beginning to see now is a decrease in the number of foster parents willing to open their doors to children who have been abused, abandoned, and neglected.

Inadequate foster care rates negatively affect foster parent recruitment and retention, potentially increasing the likelihood that children will be placed in institutions or shuttled from one foster placement to another-and decreasing their chance of finding permanent homes. At Hillsides and in other similar residential treatment centers, we see the devastating affects that multiple foster care placements have on children.

As a society, we are challenged to solve children's issues and make sound policy. Too often we talk about the problems, but never quite find positive solutions. Or the pen never makes it on the paper to sign sound legislation into law. Or policies are never put into practice. When will we begin to hold elected officials, government administrators, and government agencies responsible for bettering the future of America's children?

Keeping silent perpetuates this cycle of political ping pong and furthers the abuse these children must endure. In one way or another, society's silence fosters this atmosphere which greatly devalues our children. I see a society that has misplaced its priorities of caring for our children and is no longer a focus.

Most schools, particularly in the large urban areas, are under-funded and failing to provide educators with adequate tools to teach students. Teachers, caretakers, and childcare workers are poorly paid and not given the tools they need to be successful with their charges. We have not wanted to pay higher taxes to improve children's situations. We have argued for years about the cost of universal healthcare without considering what the denial of such a program does to the children and families in need of it. We protect the gun lobbyists, while our children are shooting each other on the streets. We ignore the devastating affect of drugs and alcohol on children and families without making rehabilitative programs available to all that need it.

The fact remains that child protective services started in New York at the turn of the 20th century using Humane Society regulations designed to prevent cruelty to animals. Even today, kennels receive more money to board pets than foster families who care for children, according to reports citing the lawsuit filed in California. As a society, we have not come very far in the last one hundred years.

When will we say, "It's time to consider what is in the best interest of all children living in America and let's do what it takes to accomplish that?" As a society, we can put a stop to political ping pong. We can vote for Presidential and Congressional candidates who talk the talk and walk the walk when making policy that is in the best interest of American children. We can communicate to our elected officials and hold them responsible for placing children first. If we do this, we will begin to see hope in the future of our children.
